Foreign investment in Saudi Arabia is governed by the Foreign Investment Law and administered by MISA. Vision 2030 has significantly liberalized foreign investment rules — allowing 100% foreign ownership in most sectors, removing minimum capital requirements for many activities, streamlining licensing procedures and introducing investor-friendly structures like the RHQ program. Priority sectors include technology, healthcare, logistics, manufacturing, financial services and tourism. All foreign investors must obtain a MISA foreign investment license before establishing a commercial entity in the Kingdom.
