When entering Saudi Arabia, companies must choose between using an Employer of Record (EOR) or establishing a Branch Office as their employment structure. An EOR allows companies to hire immediately without a legal entity — the EOR handles all labor law compliance, payroll and government portals while the company retains operational control. A Branch Office requires full MISA licensing, CR issuance and post-incorporation compliance setup but gives the company a direct legal presence.
