What Is the Nitaqat System in Saudi Arabia?

Nitaqat (نطاقات) is Saudi Arabia's Saudization program, managed by the Ministry of Human Resources and Social Development (MHRSD) and tracked via the Qiwa platform. It classifies every private sector employer into one of five bands based on the percentage of Saudi nationals in their workforce relative to their industry sector and company size.

Your Nitaqat band directly controls your ability to issue and renew work visas, sponsor expatriate employees, and access government services through Muqeem and Absher.

How to Use the Nitaqat Calculator?

Search and select your Sub-Economic Activity (ISIC4 code) — this is your business's registered sector classification

  • Enter your total number of Saudi National employees

  • Enter your total number of Non-Saudi employees

  • Click Calculate Entity Band to see your current Nitaqat classification

Why Your Nitaqat Band Matters?

A poor Nitaqat standing directly affects your business operations in Saudi Arabia:

  • Red band: Cannot issue new work visas or renew existing ones

  • Yellow band: Limited visa quota and higher scrutiny during government audits

  • Green/High Green: Full operational freedom and standard hiring rights

  • Platinum: Priority processing, additional visa allocations, and government incentives

Companies operating on Qiwa, processing payroll through WPS (Mudad), or applying for new business licenses must maintain at least a Green band status to avoid operational disruption.

Nitaqat Saudization Rates by Sector (2026)

Saudization targets vary by ISIC4 activity. For example:

  • Retail trade: typically 30–40% Saudi national requirement

  • Information & Communication: lower thresholds with Vision 2030 exemptions for tech roles

  • Construction: sector-specific caps apply

  • Healthcare: increased targets under Saudi Vision 2030 healthcare nationalization

Use the calculator above to get the exact threshold for your specific sector.
