Registering a company in Saudi Arabia involves five core government touchpoints. Here's the full process from MISA license to your first HR system registration.

How to Register a Company in Saudi Arabia — Full Process Guide
Registering a foreign-owned company in Saudi Arabia runs through several interconnected government touchpoints, not the three-step process some sources describe. Sequencing the steps correctly avoids delays and rejected applications.
Before you start
Determine the economic activity and legal form (LLC, branch, representative office, regional headquarters) before starting the file. Foreign investors need a MISA investment license first.
Step-by-step process
Obtain the MISA license (for foreign ownership) based on your investor entity documents
Reserve the company name and issue the commercial registration through the Ministry of Commerce platform
Draft and notarize the Articles of Association with a certified notary
Register for the corporate tax ID ("Lujain") through the Zakat, Tax and Customs Authority
Register for VAT and GOSI, and set up the company on the MHRSD/GOSI portals
Documents and systems required
MISA license, commercial registration, Articles of Association, and registration with MHRSD reflecting the company's intended Saudization activity.
Timeline, cost and approval risks
Timeline varies by activity and required approvals. The most common delay is sequencing MISA licensing incorrectly relative to commercial registration.
